Body Questions: Wheel well, Surface Rust, and gaskets

Hey guys, I got my IROC painted this spring and will have some pics coming soon! But for now I have some questions for you guys as I put it back together.
1) The rear side of the left/rear wheel well is missing the I think part of the body is supposed to go there. You can see right past the tire and see the road. What is that area called and is it fixable?
2) Do you know where I can buy the plastic/nylon caps that go below the rear spoiler and cover up the bolts?
3) There is some surface rust on this car below the left T-Top. What should I do to minimize any further damage to this area?

Although they had fender liners up front, I do not think these cars came with them in the rear.

For the rust, Id tape everything off and cover the car, push the t top seal away as far as you can (id prefer removing BUT it is a PAIN and sometimes youd damage the seals...) and then go at it with a Dremel with a mini wire wheel. It does look kind of bad already though... but once you are able to get it all down to clean metal (hopefully with no holes) then sand the surrounding area and apply some kind of coating
