plastic pieces, screw it, or glue it?

Hello,

There are rather large plastic pieces right inside either door, at the TOP, directly behind the weather stripping. These pieces are about 3 or 4 inches wide, and run along the windshield and the door...these parts are sagging BADLY, on my car. ;_;

Does this part screw on, or glue on? I know there's a small pad under them (I know cause I can see it o_o) I'm afraid to mess with it, without first asking how some of you might fix it, however I want to get this dealt with before something flies off and hits me in the head.

Thank you
