Ok so i have 83 camaro Z-28 with rear drum brakes. The parking brake doesnt hold at all. I've tried tightening the bracket underneath the car. Anyone have any suggestions?

Welcome to TGO. If you're running 20+ year old cables, their condition may be less than desirable. I'd start by checking them.

You need to start and first make sure the rear brakes are adjusted properly inside the drum. Once you know they are adjusted properly. Then set the cable tension. If the parking brake does still not work make sure all of the cables are ok. If there is still an issue. Make sure all of the e-brake cable tensioner's are in place. If everything else is working the e-brake should work fine.
