Worn shoes, adjusters frozen, broken springs, missing parts...cables broken or mis-adjusted..?? You gotta pull the drums. They are probably the cheapest type of brake to work on. Shoes are cheap, spring kits are cheap, adjuster assemblies get alittle more expensive...but still very cheap.
Just pull em and look at em.
