In general, yes. The higher the sensitivity of a driver, the louder it plays with a given amount of power. I'd always choose a speaker based on sound quality, then amplify it appropriately, but in certain cases where power is limited, then it may be necessary to take sensitivity into account when choosing speakers.
The trend in the last few years (at least with subwoofers) has been toward small-box designs, and now ultra high excursion designs. Both of these require massive, heavy drivers, which absolutely kills efficiency. People get a hard-on when they see a sub that can handle 1,000 watts. What they don't ever realize is that just because it can handle it, doesn't mean it actually does anything with that much power. Anything over a certain amount just gets wasted because of dynamic compression and doesn't result in additional output. Plus, because these subs are so incredibly inefficient, you need ungodly amounts of power to make them perform to their potential.
A good old pair of Cerwin Vega Vegas, or a pair of W6s and a modest amp can produce surprising amounts of output, and in most cases produce higher SPL levels than your average joe with a set of high excursion subs and similar amp, all the while providing better sound quality and much less money spent.
