Its a voltage step-up device. It's placed close to the head unit and steps up the deck's line out signal voltage thats sent to the amp so you get less interferance. Unless your competing, you wont notice a difference.
i disagree they do step up the voltage of your RCAs but i hav two in my car (one for subs and one for highs)and i noticed a real big difference because you can turn down the gain on your amps a little and still get a lot cleaner sound

If your amps are quiet to begin with, you shouldn't ever notice a major difference by turning the gain down to compensate for a higher input voltage. I've experimented with my Kicker amps by maxing the gains with no input signal and they are still 100% quiet. I've used decks with output voltages ranging from .5 volts to 4 volts, and the amps have always been totally quiet.
