Depends upon the mood at GM when your carb was built. The answer to your first question is "maybe", and the answer to the second is "yes". Check out the tech articles.

All Q-Jet carbs are rated at 750cfm or higher. They are controlled down by the fuel circuitry. If the Q-Jet in question is not CC, then you should not have a problem getting the 350 to run with that carb, but you may need to change metering rods, or the jets to get it to run well.

Not exactly. All may be CAPABLE of flowing 750, but as many 3rd gen owners know, LG4's often have the secondary AV stopped less than full open. ice, you didn't say what version of 305 you have, but L69's typically had carbs that would allow full opening, LG4's did not. Mine happens to open fully, and some people have indicated when they picked up a rebuilt carb, it also would open fully when the core they turned in would not. That is why I suggested checking out the tech articles to see if ice needs to do any modifications to feed that 350 properly.

Tuning for a 350 is practically a given. Modifying for full CFM flow is not. Nor should the assumption be made that modification for full flow is not needed.
