CFM = Cubic Feet per Minute. A measure of how much air a carb can flow. It's measured at 1.5" of vacuum under the carb. All 4bbls are measured using this value so it's relatively easy to compare flow ratings.

In a typical carb if you are running very rich it's usually because something has gone very wrong. If it's computer controlled loke the QJets used on many 80s era FBodys then the carb is likely not receiving a signal from the ECM (it defaults to full rich). If it's not computer controlled then there are a number of mechanical things that could have gone wrong inside the carb to cause a rich condition. They may or may not be things that a typical rebuild would address.

If you still have the stock computer controlled carb, the most common cause of running rich is a bad/misadjusted TPS. Do a search on this board and you'll find this covered many times, i don't have the time or energy to get into it now.
