"Church Van" 1406 on a 460 and running rich. Need Help please.

"Church Van" 1406 on a 460 and running rich. Need Help please.

My church bought a 87 E350 "460" van and it runs like crap. It has an edelcrap 1406 on it and its blasts black smoke at 1/4 and wot. What gives? Im leaning toward it not getting enough air compared to the amount of fuel getting dumped down it, even though I droped the jets down to .95's in the primaries it still dident help 1/4 throttle. Before I tell the pastor to take it to a shop I could use some suggestions on what the problem might be.

black smoke usually means RICH. Maybe the primary circuit(s) is stuck in ENRICH mode, ie, spring/piston assembly is stuck up, so the metering rods are not going down into the "lean" mode??? Or, floats set too high, or needle valves stuck open (dirt?) and engine is constantly flooded...
