. I think there is still power going to it, i'll have to check. Also, can i just get a new one? I heard something about getting a new cover so that it's adjustable? Just throwin out ideas

Does the butterfly go shut when the engine is cold and the throttle is tapped? Does it go shut but not open up when the engine warms up? Which way does it "not work"?

That could be gummed-up or jammed choke linkage, or a broken choke thermostat bi-metal spring.
