Help with diagnosing this problem

Hi. I have a 4BBL 350 and a freshly rebuilt (by a pro shop) Quadrajet. When I start the car, the Choke light comes on, and stays on for the duration of my trip. Whenever the car is running, the choke light is on. When I start the car cold, it smells really really rich from the pipes. For the first 20 or so minutes of driving, the secondaries _WILL NOT_ open under any circumstances and the car shows evidence of the choke being on and of running extremely rich.
After the car warms up though, the secondaries open fine and the car idles lower (~700 RPM), smells stoich. and everything is dandy, however, the Choke light is still illuminated. If I run a lead from the battery + post to the place on the carburetor where the small green lead with connects to a solenoid on the side of the carburetor the choke light turns off. Is the carb not getting a signal of some sort?
Im in california (Santa Barbara) and it seldom gets below 60 Degrees. Is there any way of rigging the choke open? This would be extremely helpful as my trips are usually less than 20 minutes and at this rate I am utterly chugging gas.

On a side note: When I say warmed up, its like 30 minutes. Long after coolant is warm (~180*)

Have you checked the choke heater relay?

Im not sure what that is, how would you reccomend testing it?
