When you buy a rebuild kit it'll have a picture of it blown up (not literally... you know what I mean...), and instructions on how to tune it.
Do a search, I think there are a few threads actually outlining it, and I may have written one myself...?
Not sure of any websites with rebuild instructions, although I know I found one before... Google it.

Edit: I guess it can't hurt to include my favorites list for q-jet websites:

http://www.73-87.com/7387garage/drivetrain/myqjet.htm

http://corvettefaq.com/engine.asp - This ones a gem, stuff written by "Lars" is pure gold.
oh yea, and do a search on any post by Damon, all very helpful for when you rebuild it and screw it up and come back here
