Check that the connector for the electric choke is hooked up, and that it is closing when the engine is cold (top front flap on carb).

Alright, could be one of three things. Check for 12V to the choke coil connector with engine running. If OK, choke could be out of adjustment. With the engine off, rotate it clockwise a little looking from the pass side fender. Move the throttle off idle and it should close the flap and go into the fast idle mode. If it does, try and start it. If it starts OK, verify the flap is firmly open once the engine is up to operating temp and it drops back to base idle. If it doesn't open up all the way, replace the choke.

Could it also be that it is a lot colder now? Especially in Arlington.

Just my 2 cents.

it is true that it is a lot colder now, but that means that he needs a working choke in order for it to run properly during cold starts...

what carb is it?

if it's stock, see:

That should be a sticky this time of year, this gets asked so often.
