Maybe I would start by replacing the vacuum hoses, it woun't run right with vacuum leaks.

Gas shooting out of carb might be sunk float or jammed needle valave. If the car was sitting for 8 years, best course of action is to give it a good once over before you run it. Fuel has gone bad for certain.

Knowing what type of carb it has is helpful.

Sounds like it has been sitting more than running. It isn't unusual for carbs and fuel pumps to gum up in that situation. No external adjustments will help that situation. Disassembling the carb, soaking the hard parts in a carb cleaning solvent (the type that comes in a paint can, not the spray stuff), and installing a rebuild kit are all that can help it. New gas and filters are a must. Not unlikely the fuel pump should be replaced. Some '84's have an in-tank electric fuel pump as well.

However, if the carb idle mixture screws have been overtightened, there is a good possibility the carb has been ruined (at least the throttle body). Perfect opportunity to replace that poser carb with a real one.
