If the gauge itself is sticking during the start-up test sweep, the sending wouldn't be the problem. Sometimes the gauge just gets some slop in it over time and starts popping over the lip of the gauge face and sticks.

My gauge was sticking also. I took gauge out, cleaned it and haven't had the problem since. This is a good time to clean all of the guages and replace bulbs

deadbird is correct, you need to remove the cover and bend/cut the side of the guage so the needle cannot stick.

The guage has no real bearing for the pointer shaft. After age it will start to get sticky and as everyone said generally hangs up during the start test phase. DB's method works however you can take it out and drop some very light oil down the shaft while GENTLY working the pointer back and forth. Leave it sit for a few days face up then try installing it. I have done a few this way and have had good results. Another way I have fixed it is by drilling a tiny hole in the face at the stop area or max reading area of face and I painted a resistor lead black and inserted it into the hole essentially making a stop pin. Leave the resistor lead out the back far enough to put a few drops of good quality epoxy to hold it in place. Don't try to solder it, you'll destroy the painted surface of the guage. It makes a pretty nice repair if it's done carefully.
