Below I have a pic of some sort of lower air deflector for firebirds that I found on eBay. Is this one of the pieces that I need? And what is it's correct name?
That which you have pictured would actually be the upper air baffle for a TBI or carb'd Camaro. It goes between the fascia and the radiator support. The opening is for the hood latch.
Kind of like this...

Yea, it fills in the void where the airbox housing would be on a TPI/MPFI Camaro.
If you pop the hood of your bird, you might notice it looks a little different... sort of like this...

While my air dam is slightly different from original, the other pieces were saved from the original bird nose... some part numbers/diagrams can be found on my site if you check my sig..

Four pieces total that connect together to the radiator support:
10118485 Lower Center Air Deflector
10118488 Middle left Fender to Rad Support
10118489 Middle Right Fender to Rad Support
and I'd have to look at the fourth piece to tell you the P/N, but I can tell you that from GM this costs about $200 total. It's a bytch, but you have to get them to keep the engine cool!

I removed everything except the lower air dam and have had no problems with overheating. That's with the 350ho crate motor, stock radiator and stock fan.
The only advantage of that plastic piece is to hold tools .
I even removed that middle brace which holds the nose up and has the hood latch. It doesn't do anything anymore since I've got a pin-on. I'm in the process of making a few supports just because I fear the frond end will sag over time. It already has shrunk, damn urethane, lol. Anybody have a BRAND new front clip they want to send me? I'll pay shipping and give you a fiberglass clip in exchange. I just can't make the mold from mine... it's too small .

And yes, in your pic, I would say mine looks like that, just a big piece of metal with no holes or anything. Why did they make that air deflector for? Was it for someone switching from TPI to TBI?
That plastic piece is a filler piece made for camaro's only (the one I attached is from my tbi camaro). The mpfi camaros had a 'Y' shaped airbox that went over the top of the rad. support and had filters where that plastic piece is.

Even if you had a TPI, you would still have that some metal piece on your car. The firebird got a slightly different (crappier, certain years) airbox setup that terminated next to the EVAP canister.

Whoever listed that plastic piece on Ebay for a Firebird, listed it for the wrong car.

Did you ever come up with the part # for the 4th piece? I know it's been a while!

Cant swear to that part number for the lower air deflector. I'll look at it tomorrow if it's not raining and get it for you. It does begin with a 102 number, and AFAIK, most of the air dam parts have disappeared from the GM inventories.
