Does anyone know why my heater blows stronger thru the left duct than the right duct on the center console ? Would it be clogged or is it normally that way?

Also, there are 4 settings for blower, the first 3 works but the 4th one works when it wants to. usually it works when i first start the car but then it turns off. Could it be a simple electric problem?

Don't know about the ducts, you need to check that. The highest speed for the blower is controlled by the relay in front of the heater assy in the engine compartment. Thats a common problem.
