A/C High setting won't work? tested much.

Car: 1989 Chevy Camaro

Transmission: 700R4 (stock)
Axle/Gears: 3:23 posi disk
A/C High setting won't work? tested much.
My problem is that I recently converted my system from r12 to the new 134a and now with that out of the way I just noticed that my "High" setting is not functioning.
Tests include,
First: taking out the selector switch and testing the continuity of that switch (using an ohm meter held to the volt plug and tested each other while changing the selector)
Second: using the wiring diagram I located the blower relay under the hood on the passenger side, removed that and with the use of a 9v battery jumped that to the smaller contacts; heard the click so I moved onto testing the continuity of the larger contacts and that tested positive.
Third: Shaving off a little of the insulation on the orange wire (orange being the color the wiring diagram identifies as HIGH) Using my volt meter AGAIN, tested the volts coming through that wire and getting a -11v(wasn't really paying attention to which side I was using)
Fourth: Went back inside the car and tested it with the switched hooked up, received the same reading.
Fifth: FINAL I took my uncles advice and just ran a jumper wire from the Volt plug straight to the High setting to verify that is was or was not the switch, my result was I could hear the relay click but nothing more, still no air from the vents.
Now I am lost and tired of sweating outside at 10pm. Any further advice or tests would be of help. Thank you.

Possible that it's an issue with the blower motor itself, try running the motor straight off the battery on high?
