my car overheats in 20 minutes

i have a 1991 camaro z28 5 speed 5.0 305 v8. my car is overheating fast. what makes my fan turn on? because it doesn't turn on. and i let the car heat up to 240. but i know for a fact that my fan does work when applied voltage. its an electric fan. i also just replaced the coolant, fan relay, thermostat housing and thermostat. and the the problem isn't my fuse. its fine. could it possibly be my coolant temp sensor. if it is how can i tell if its the problem?

Remove your temp sensor and hold it in a pot of water on the stove (don't let it toch the bottom or sides of the pot) that you have heated to 220 degrees. Using a milti meter check for continuity between the two contacts. If you have continuity then the sensor is good.
