removing vats on 96 lt4 ecu

does anyone know how to remove flash the vats from 96 lt4 ecu
can this be done with a lap top and what hard ware and software do i need to do so, and any step by step guide would be greatfully appritiated

96 and later is OBDII, best of luck figuring that out. So far the only 96+ programmer I've seen, I wouldn't buy if it was the last devise on earth.
