ALDL cable not working, any ideas?

Axle/Gears: Ford 9" with 4.30s
ALDL cable not working, any ideas?
I made my own circuit using this diagram:
I get constant 4.75 volts on the data line and it fluctuates when I send data, but I never receive anything back. Would the likely explanation be that I did it wrong or am I missing a step somewhere? I have a 91 5.7L, so I tried putting a 10k resistor on pins A and B, but that made no difference.
