"Shift Times" tables in TunerCat... '95 LT1

When shifting manually (4L60e), it seems to take a few seconds before the actual shift takes place when upshifting from 2-3 and 3-4 (1 - 2 is almost "instant")... is this the correct table to make changes?

Is this in "Seconds"? I know it doesn't take 6.375 seconds to engage the next gear, but it's definitely more than a second or two. What does "(sec)" in the above table refer to?
