VATS bypas module

I am having trouble with my engine swap. I have an 87 GTA. I swapped in an L98, 700R4 and wiring harness/ECM from an 89 Formula. I bought a VATS bypass module from Bakerelectronix, and when I installed it I still get no injector pulse at the injector harness. Also, the LED on the bypass module is very dim. I checked my connections. Once I disconnect the blue wire attached to the VATS wire on the ECM, the dim LED gets even dimmer. Now it's hardly visible in the dark. I have 12V and a good ground connected to the module.

Also, I noticed that the VATS wire coming from the ECM has 6.99 volts on it (key on) Is this supposed to have power on it? I don't think so.

Plus, with key on, not cranking, I have 11.5V on both sockets of the injector plug (all 8). Is that normal? Anybody have any ideas?

How can I check for a fried ECM?
