If the car runs with the PROM out, it prefers limp home mode. Something is wrong with the PROM or ECM. What is the check engine light doing with the PROM in? Also, try reading the trouble codes by shorting pins A&B on the ALDL connector. Let us know what you find!

KOEO measure the voltage on B6 of the ecm a dark blue wire. You should see 2.5vdv or 50hz.
