What type of eproms are you trying to program, 2732 or 2732A, have a close look at the markings on the chip?
These old eproms can be dodgy at times.. I have about 40 of them and only about 1/2 will accept a new tune.
Do a search on '28c64' and you will find a thread explaining how to use a EEprom in place of a 2732 Eprom. This is how I do it and its MUCH easier. No more UV erasing ;-)

that must be the problem i was trying to use 2716 i didnt know there was a difference. whats better 2732 or 2732A? is there a big difference. im gonna buy these TMS 2732A-17JL will they work?
Neither 2732 or 2732A is better.
They have different programming voltages.
From memory, 2732 is 25v and the 2732A is 21volts.
If you try to program a 2732A at 25v, you will likely permanently kill it and if you try to write a 2732 at 21v, it just won't work..
You MUST select the right type of eprom in the software!!
