Can't read chip, Please help

I have a Moetes USB burner and I am using TunerProRT. I have a Formato chip that I want to read. It is a 128 old school chip (with erase window). Formato says it is a ARAP bin. I can read it but the numbers come out all wacky. I use TunerPro and have it set to the 128 chip setting. Can anyone provide some insight to this? My own 256 chips work fine.

Can you open it with a hex editor and look at it? Is it filled with zeros or FF's?

Not sure how to do that... I know how to use TunerPro and the very basics of chip burning at this point. Is it easy? What do I need to do?

OK, I found a Hex editor in TunerPro - it looks to be all Zeros. Now what?

Tried reading with sticker off as well, didn't help.
