Is 28c256 the same as 29c256

Is 28c256 the same as 29c256

My programmer doesn't support 29c256 but it does support 28c256. Whats the difference?

28 series are EEPROM
29 series are flash

They're different in the way they are programmed. They read the same way though, so you should be able to use either in your ECM.
