Enough voltage?

for you guys using the DTR pin on your home made cables to power them, did you have exactly 12 volts? I just checked mine w/ a volt meter and was getting ~8.73 DC volts is this enough or do I need to tap into the car's power?

That should be fine. It is usually the negative swing where the problem occurs. Is this a MAX-232 setup or a two transistor.
Don't run a two transistor on a LT1 PCM.
