Both fans on with ignition on?
Last weekend we were able to get the car (new engine) running well with a new PROM tune. This week I've been working with my Autoprom to get familiarized with it...I've been trying to read the current PROM we have on the chip etc. Well I just took the chip back to the car and placed it back into the ECM (Moates adapter) and the car is not running good anymore. When I turn the key to "on" both fans come on...I know that happens when the PROM is removed from the ECM, but I checked everything and the chips and adapter are seated nice. Also the check engine light is on.
What does it mean when both fans come on when the ignition is turned to "on"?

you're in limp home mode, something is wrong.
It sounds like you tried to take the PROM off the memcal and then put it back on? it's possible you damaged the PROM or the memcal itself.
Even with the proper adapter/equipment, I've seen an old PROM quit working after trying to read it. Perhaps they are much more static electricity sensitive than newer stuff, I'm not sure.
I suspect that if you downloaded your BIN from online and put it in your autoprom to emulate (or burned a new chip), you'd be ok again.

I've got the Moates adapter in the ECM with the stock Memcal plugged into that adapter. The Moates adapter has the zif socket for the burned chip. I removed the burned chip from the zif and then bought it in the house to hook up with the Autoprom to try to read it. Maybe the chip got messed up somehow when I tried reading it since it was the first time messing around with the Autoprom....I'll have to get the bin off my buddies laptop to reprogram back to the chip and hope all is well then.

are you using a flash chip (presumably an atmel 29c256)? If so, those are pretty reliable (i've never had one get flaky, and i have several). Make sure you have no bent over pins and that you have it inserted the right way (the notch in the edge of the chip indicates orientation). not sure if inserting them the wrong way will zap them or not.

The chip is an SST 27SF512, all pins are good and I've been extra careful in handling it and inserting/removing it from the zif sockets. I'm thinking in my tinkering around with TunerPro trying to figure out how to read the current bin on it I probably messed something up along the way not knowing exactly which orientation the chip needed to be situated in the AutoProm to read it.....Hopefully I can get the bin file from my buddies laptop, burn it to the chip again and pray that was the cause

ah, you're using a 512kbit chip.
do a search, i think there is some special stuff you have to do to use that chip, because it's larger than the code you are loading on it, just like the MAF guys have to stack BIN's when they use a 256kbit chip.
