Doesn't anybody do any research anymore? This is covered in Bruce's Tuning article as well as numerous other places.
Acts like an acclerator pump on a carb. Initial opening of the TB blades leads to significant increase in air supply. You need the extra fuel to back it up. Pump Shot.
