can some one explain to me what this table does?

It adds or subtracts SA based on the engine coolant temperature and manifold vacuum (load).

Yes to both of your questions.
There is also a bias constant used for the Table SA calc.
You sub the bias from the table value to get what is done with the SA (+ or -)
