No you dont need the emulator to program the chips (in fact it has nothing to do with programming chips).
Glenn's point was that the 29 series chips are flash proms, not UV proms. that means no 45 or 50 minutes erase times between burns. put it into the programmer & hammer way. the programmer erases the prom B4 it programms it with the new BIN file. Saves Money as well, you dont have to buy a UV prom eraser.
do a search on EEPROM's & I think it will be very enlightening.
