Bad bin? Bad PCM? What's up with my LT1 and my AutoProm?

Hey guys,
I'm hoping this is the right place for help. I'll list my application and then a few questions. I have a '93 Z28 LT1/T56 in a '72 Chevy Vega. The engine is bone stock right now other than a set of headers.

Here's a listing of new parts on the engine:
- Painless Wiring 60502 92/93 harness
- IAC, IAT
- Oxygen sensors (driver and passenger)
- Fuel pump (stock replacement TPI in-tank, Master E3012, I think),
- 3/8" aluminum fuel lines with AN- hose
- Plug wires and plugs (well, plugs have about 100 miles on them)
- Sanderson V8 Vega headers (ceramic coated)
- Intake elbow with intake tube and filter

I have never seen this engine run with the EFI. I bought it off eBay from a guy and he said the car would start and then quit. It was hit on the passenger side so I assumed that the fuel lines were pinched. Either way, I'm having some issues. Initially, I ran the engine with a GMPP carb intake and a 1406. It ran pretty good even with the points ignition. Enough that it was breaking traction in third gear. Thing is, it just won't start with the EFI.

The PROM that was in the PCM was BLDL 7063. I have a Moates AutoProm that I am going to be using to tune my engine. I downloaded the $DA3 XDF and $DA2 ADS from TunerPro. The bin was downloaded from Moates and it is titled "Bdld with lower fan (93 Z28 M6).bin"

Here's my problem. I have been able to connect to the AutoProm using my laptop's USB cable. The upload go the AutoProm is good and it verifies OK. The only change made so far is to uncheck VATS and uncheck code 46 (tried both checked and unchecked). BUT, the check engine light stays on steady. It never goes off. I jumped A-B with a paperclip and got no change whatsoever. No flashing or anything. Here's a video on Youtube I made: http://www.youtube.com/watch?v=myYs4-cpi-8

I know that's not right at all. Am I looking at a bad BIN? A bad PCM? I have gone through the Optispark diagnosis (as seen on the CZ28 post) and everything seems okay. I get a single flash of a noid light on each side of the engine. Fuel pressure is rock steady at 45psi but bleeds down quickly. Injuneer on there said that I may be getting a DTC 16 (denoting a bad Opti) but I can't check the codes because the CEL won't flash.

The engine WILL run with starting fluid sprayed into the throttle body. I have good spark, too.

Anyone have any ideas?

If you have the stock PROM/MEMCAL plug that in and try this test:

At key-on, engine-off, the SES/CEL should turn on, blink off, then turn on solid. Can repeat the test after at least 10 seconds of key-off.

The blink off confirms that the ECM is running from the PROM.

No blink, then either the PROM or the ECM is bad. Hard to tell which without swapping parts.

Thanks for the help. With the stock PROM installed I got a Code 12 and a Code 46. I believe Code 46 is VATS, correct? If so, it looks like my PCM is good and the BIN I got for my AutoProm is bad.

Do you know where I can get a good bin at? So far I tried:
$DA3 bin def from http://tunerpro.net/download/bindefs/GM/DA3.xdf
Bdld with lower fan (93 Z28 M6).bin from Moates.net

All I've done is turn off VATS using TunerPro RT v5. I read somewhere that the 93 LT1 bin was a hackjob. It almost seems that way unless my AutoProm isn't uploading correctly.

In $8D VATs is 46, so good possibility it is also in this calibration.

You would need to rig up some wires or use the HDR1 from Moates to connect it directly to the AP and read it.
Might be the best thing to do if you can't find a good bin file.

If you are emulating with the AP, be sure to change the Engineering byte (8D) to AA. (around address $0008 IIRC)
Otherwise as soon as you make a change to the bin you'll invalidate the checksum and be in limp mode.
To find it, Use "F7" and sort by address at the grey bar on top of the list.

Thanks for the help..

Would not changing that Engineering byte cause the problem I'm having? I'm not really sure where to change that byte. Is that a specific address in the bin? You'll have to pardon my ignorance here. I suppose I thought this was easier than it's turning out to be. When I hit F7 all I get is a listing of the parameters for each of the categories.

when you get the "F7" parameter screen it allows you to sort it by location.
click on the grey bar at the top of any item and it will sort the list.
Location 08 is the place you are looking for.
Set it to AA while emulating to be sure the code 51 "bad PROM" doesn't put you in limp mode.
No Problem not knowing. We all started out guessing as well.
