now this part is REALLY good to know.
so basicly under high vacuum, you want more timing due to less load on the engine...

and with the 2d VE table you probably want to mess wih the 2d table if your fuel is hgih or low all over that RPM range.
and mess with the 3d tables to finetune when on a specific load/rpm you need more or less fuel.

Are you putting chips into programmer with chip inserted all the way down leaving open pins at the top?
