Trying to Perform A Simple OBD1 Scan. Can't Get TunerPro RT To Work

Ok, so I ordered a Moates Xtreme ALDL Cable, I have that. I downloaded TunerPro RT, I have the Moates drivers and I've downloaded the ADS file. However, when I try using tunerpro with the cable it says "Not Emulating" "Hardware Not Found" "Not Ready" "DA: Not Connected" This is with both the car set to run and the car running. I'm using a Windows 10, HP laptop.
Can someone help me figure this out?

Need to make sure TP is looking at the right com port.

Go to the Device Manager in the Control Panel and then plug in your TP cable into the USB port, then see what com port Windows has assigned to it.

Then with that number, go into TP, Tools, Preferences, Configure Plug In Component... and find/select that com port number.
