Radio Whine
My radio whines when powering up the windows. Any suggestions?

Is the head unit connected to a remote amplifier? If so, does the noise go away if you disconnect the audio lines between the two units (with the amplifier powered)?

There is a cap in the disributor (sp?) that might have crapped out on you. It kills line noise for the radio, i am not sure if it replacable, but check. Also, check the ground for the radio. If nothing helps, you can buy noise suppressors at audio stores... pick one up, that should fix it.

The device that you may be referring to is mounted near the distributor cap in some configurations - it's a tach filter.
Does the noise occur while the radio is on the AM or FM band? (Probably normal on the AM band). Does the system voltage at the radio dip low while operating the window motors? Does operating either window motor cause the noise in the radio, or just one of the motors? Pull the radio & check the connections & the antenna plug & cable. Try wiggling the wires while operating the window motor & see if the noise is intermittant.
