Poorly fixed VATs system...

Ok, I recently found out that someone else has tried to fix my VATS system on my car. The security light periodicly stays on after putting the key in and sometimes i have to try a few times while allowing it to reset itself. I followed the orange wires that run from the ignition cylinder to find they were cut and taped off. There is about a 24" piece hanging from the steering colum. Where does this wire usually run? I think the previous owner may have wired a resistor in line. Does this orange wire stay orange the entire way to whereever it goes, (computer?), or does it change to another wire i should look for. Where is the computer even located, ohh man, i got real problems..

Broken stuff: rear spoiler brake light, driver side lock, power antenna, tilt steering, rear end bushings, cracked passanger side ground effect, washer fluid tab, leaking exhaust and a rotted through muffler that sparks when the car bottoms out while driving like any 17 year old does.
