High voltage coming from ground

I have a 92 rs with recently swapped in 96'lt1.The car has been running great for about two months.But a couple of days ago i had the car running while i was topping off the coolant and out of the blue it started to miss really bad.Also if you connect a digital multi tester to a ground on the chassis and one on the engine with the car running it reads between 15 to 60 volts.I have a code scanner but it says there are no codes.The ses light will flash if the rpm are held above 3500 rpm for over a minute.The car has new wires and opti. I replaced the coil with a new one but it still throws sparks around the casing,visible only at night.Does anyone think it could be the module? Also with the key on the pink wire going to the coil is reading about 12 volts but with the engine running that same wire reads between 15 to 50 volts. I'm not sure f this has anything to do with all of this but the fuel pump wont come on anymore also.Any ideas as to what could be causing all of this would be greatly appreciated.
