If you are looking for the cruise control servo, it is located between the vapor canister and the radiator tank. The servo uses vacuum to actuate the throttle. The vacuum applied to the diaphragm is controled by two electromagnetic valves inside the servo.

The Hanes manual in incorrect. Your '91 does not have a speedo cable - it uses an electronic VSS. The VSS buffer is located near the ECM & it drives the VSS signal to the ECM, the cluster & to the cruise control module - which is a black box mounted near the ECM, as well.
