89,

If most other electrical items on the car are working correctly, the fusible links are likely O.K. Start with the fuse panel HORN fuse.

Check the horn relay, located in the "Convenience Center" under the dash. That would be the white cube on the swing-out assembly:

If the system is working, you should be able to hear it "click" when the horn sounder is pressed. If the relay checks out, but doesn't "click", you may have a problem in the steering wheel. There is a horn ring and contact just behind the steering wheel trim, and foil switch bars in the steering wheel cover.

NOTE: If you have an air bag, there are some special precautions to take when disassembling and reassembling the wheel and column parts.

If the relay does "click" the steering wheel os O.K., and either the relay contacts are failing, or you have a supply or ground connection problem at the horns, failed horns, or no power to the relay load contacts (fuse panel again).
