headlights and tilt steering

the only way i can get my headlights to go from low beam to high and vice versa is when my steering wheel is all the way up. when i try from a lower postion the lights flash on and off. Thanks in advance

Transmission: 700R4 w/ TCI Stall
It's probably in the headlight dimmer switch. I've had a car's turn signals come on when i tilted the steering wheel to a certain position. It was the switch. I don't really know how to replace it though....

Transmission: struggling t-5/ 4l60E
Axle/Gears: 3.08/ 3.23
Take the plastic crap off from under the dash, remove the 4 bolts to the column to lower it (red arrows) and the the switch is on the lower part of the column (green arrow) held by 2 more small bolts, you can also adjust the position of the switch a little. Not difficult, but not the easiest of access.
