VATS Key - please help

VATS Key - please help
I know there are a lot of posts about VATS and I did a search but couldn't find the info I need.
I'm pretty sure my VATS key decoder module must be going bad. I just put in a new ignition cylinder and it worked for a couple of weeks but suddenly today my starter wouldn't crank (or click) at all. Thinking it must be my new cylinder, I disconnected it and plugged in my old one which I know is good... still no crank. As a final check I grounded the wire at the starter enable relay and the engine did crank then (but of course would not start) so the problem is clearly a VATS problem.
So... I guess I need to know two things...
1) how do I get to the decoder module so I can replace it? I know it's behind the dash but can someone give me some details on the shortest path to reach it so I don't have to tear my whole interior apart? For e.g. do I approach it from the driver's or passenger's side?
2) How do I disable my VATS system for now? It won't be enough to put a resister in at the ignition connector since the problem is deeper than that. I need to make the rest of the car think that the decoder module is putting out all the right signals.
I'd also appreciate any other ideas anyone may have about what/where the problem may be.

The Vats system does two things. Disables starter and shuts off the injectors. If the engine is running ok the Vats is probably not the problem. Module is in center of dash behind, or in front of. heat ducting, real bear to get to. Lots of info on Google, do a search for vats or passkey.
