Are you saying the motor doesn't work at all or that it doesn't pull the hatch down far enough?

Both the reversing switch and the striker-sensing switch can cause this symptom. Of course the first thing to verify is +12v at the red with white stripe wire (connects to the blue wire). Also make sure the ground wire is still connected to the ground location on the body just below the hatch pull-down unit.

Test the motor with +/-12v at the two terminals where the reversing switch attaches. If it turns out that the motor is bad then replace it. GM discontinued that motor replacing it with a new style motor. The motor now comes with the clear plastic housing attached. Previously the motor dropped into a slot in the plastic piece. The new-style motor is available from several sources. I sell a version that I've reinforced with aluminum and epoxy.

The striker-sensing switch is the small black switch attached with one screw just in front of the latch as you are facing the hatch pull-down unit. It also contains all the wiring for the hatch pull-down unit. The relay plugs into a black connector on the wiring of it and there is a white connector that plugs into the reversing switch. The reversing switch is mounted to the top of the motor.
