The items that you have mentioned all get power off the "ACC" fuse. The power locks relay gets power off the "PWR ACC" circuit breaker. If the "ACC" fuse is blown you would lose power to more than the items you have listed. Hatch release, radio, ctsy lights, dome lights, cigar lighter, pwr mirrors, amp relay, antenna relay.

Your power windows work off a different circuit than the items that you have mentioned. Here is a schematic of the items powered by the "ACC" fuse. I have also included a power distribution schematic that shows where the power for the "ACC" fuse comes from. You will notice in the second picture that it is a fusible link from the starter solenoid and also powers the fog lamp relay and the light switch. If those two items work, then the problem is somewhere between the fuse panel and the splice in the wire. The splice is shown as a black dot with the wires branching off.

the headlights work and the power acc breaker has power to it. i tracked it from the fuse box to a junction box on the sidewall. is this the splice that branches the wires out?

If the junction box looks like this picture, it is connector C238 and is located above the hood release cable. It isn't the splice referred to but it does feed power to the power windows and other items from the "ACC" fuse.

It should be somewhere along the wire bundle coming off the fuse panel. What you can do is check those wires at the junction block for power using that picture I just sent you.

still working on this problem. the acc circuit goes thru the fuse into the left side of the junction box and there is power at the box. there are several orange wires on the top of the junction box. im still looking for the splice. in the process of taking out the instrument panel to get behind and keep tracing wires
