Wipers won't turn off, whats wrong?

Heres the deal, they turn on fine. I have no control of the intermittancy. When I turn them off, they just keep going on medium speed. In order to get them to go down I have to turn the key into the off position, then they will turn off.

So they turn on, but they won't turn off until I put the key into the off position (which is annoying, obviously if it stops raining, pulling to the side of the road and shutting the car off so the wipers will go down and shut off then restarting is kinda lame).

I also have no control of the intermittancy.

Any ideas?

You didn't specify if you had the standard or pulse wipers, here is a test for the pulse wipers. If you need it for the standard wipers let me know. Do the test that is circled.

The RPO code for intermittent (pulse) wipers is CD4.
