Low Voltage

Car is an 86 Iroc. The voltage guage only reads t about 10-11 volts when the car is running. If you rev it it will go up but then come back down. Sometimes the car is a little hard to start and the battery has needed to be recharged twice within the last 4 months or so. Yesterday my dad said it had a lack of power when accelerating. I had the alternator tested at autozone today and they said it was fine. What would cause the volts to be so low?

do you have a deferent underdrive pulley if it is smaller it is going to effect the rpm of the aultn

Well turns out it was the alternator. I took it to Autozone for them to test and they said it was fine. I wanted to get a 2nd opinion so I took it to Kragens and it failed. I then took it to Napa and it failed there as well. Damn Autozone I put in a new alternator and the voltage is back to normal so I would check that out crazy.
