headlight control module?

I have a 1990 firebird that lately is sporatically not engaging the headlight motors to bring the light up. The lights come on but don't always come up right away. They both do the same thing at the same time so that leads me to think it must be the headlight control module not the motors.

Are there any other things it could be?

As well can the module be "repaired" or does it just simply need to be replaced?

Axle/Gears: Weak 7.5 with 4.10s
My Firebird did the same thing about a year ago. I tried another module and it did not help. I finally found a loose ground on the passenger side near the radiator. This may not help you, but it is free to check. The modules aren't cheap new, so if you need one try a junkyard first.
