To clarify matters for you, you don't remove it since the hi-beam switch is not mounted in the steering column. it is mounted on the steering column above the ignition switch (not the lock cylinder for the key) under the dash. If you will do a

Then you need to clarify that and say that you want to remove the turn signal switch which is inside the steering column. To replace that you must first remove the airbag from the steering wheel without injuring yourself and then remove the steering wheel and the lock retainer.

Gotfuel,
You do know there is a metal bar behind that lever that runs to a switch under the dash that is mounted to the top right hand side of the column right?
If so and you've checked that switch out by manually actuating it then there may be something wrong in the column behind the steering wheel like trickster said. I recently had my column apart and the only thing back there for the high beams is the metal rod, A plastic piece that actuates the rod and the lever itself. unless that plastic piece is broke or has fallen out of place somehow i would look at the switch under the dash on top of the column.
Easy way to figure it out is if the lever clicks and sprigs back to the forward position when you try to turn on the high beams, the column and lever are good and the switch itself needs to be checked out/replaced.

mine is broke like that also, has been for 7 years now. if you push the turn signal away from you(activating the hi-beams) it just flops around and doesnt go very far back and never clicks
