blower motor only works on high

my blower motor in my car only runs when put to the "high" setting. all the lower settings are like leaving it in "off" any suggestions? i believe there was a relay or resistor in the pathway that would allow for lower blower motor speed settings.

There's a resistor mounted inside the blower box.

could the switch possibly be defective or should i just try to locate the resistor instead as the source of the problem?

the resistor controls all the lower fan settings, but on high the fan gets full voltage. So that means it doenst go through the resistor. If none of the lower speeds work, 99% of the time its the resistor. The switch obviously works, because you can switch it to high and switch it off.
