wiper motor cover?

wiper motor cover?
on a 89 camaro with tilt wheel and delay wipers, the wipers quit. we checked all the wiring, replaced the switch, replaced the lever, replaced the motor twice. now we're wondering if the cap of the motor needs to be installed a special way. the wipers come up less than an inch and go back down multiple times, and only on the high setting.
at the motor we put the switch on delay and get power to the gray wire, put it on low, green and gray get power, put it on high and purple gets power. yellow is connected to the other yellow, and black is grounded.
this cap has a cam in it that we put the mouth of the pacman thing between the rod that sticks up on the motor.

cover is the delay board and is the promblem 90 percent of the time. it still may be availble from gm but not sure

the circuit boards fail and cause the wiper motor not to work the board is the contoller for the motor

get a new wiper motor cover, make sure you get the correct one, they're differn't for models with delay and models without, the circuit boards are a common part to fail, you should be able to get it at any parts store.

ok so now we've been through 3 motor covers, got new harness plugs for the side and bottom of the motor, new switch, been through 3 actual motors, and the wipers still won't come out of park. oh and we even replaced the wiper linkage.
you can even remove the motor cover, put the switch on high, then the wipers go up to park, then back down an inch, over and over.... it does that regardless of the cover being on the motor. high is the only thing that works, the delay and low, which go through the motor cover don't work or do anything. the cap i'd say is the problem but we've tried 3 of them. is there a park thing inside the motor jammed up that we need to do something to?
i'll restate it's a 89 camaro, delay parts and the covers are from 88-92 cars

are you using used parts and maybe try to find a working car or known good unit and try your parts or the known good on your car.

the parts are used, but i got 3 from the junkyard, and they were all cars that have been there since sometime 2008 and were all pretty complete, with no reason in my opinion to be in a junkyard. i would agree that could be the case on 1 maybe 2 used parts, but 3?

ok so i can't find a switch diagram on the internet but i'm sure white going into the switch is the 12 volt supply, then the pink, green, gray, and purple are outputs. they all work with the switch all the way up to the motor. then i cut off the red and blue because i'm not using squirters. yellow goes to yellow from the side plug to the bottom, and there's a black which is grounded.
